The most shocking comment on natl security: Moon says NK can be consulted about US-ROK military drills, in response to a Q on the fate of March drills: "남북 간에는 한미 합동 군사훈련에 대해서...필요하면 남북군사공동위원회를 통해서 북한과 협의할 수 있다." Why shocking?

(2) The comment reflects the thinking & nature of Moon & his progressive faction, so this isn't shocking to people in Korea. The issue is state leaders saying it publicly; it tells citizens NK has a bigger say in how SKoreans are protected or not & that there's a hierarchy..3/
(3) Moon's comment sounds like his reply to Kim Jong Un's demand during NK's 8th Party Congress that drills end. It also appears to be another desperate attempt to resume inter-Korean dialogue, which NK has been refusing still upset with Seoul about Hanoi summit's failure..4/
