In 2015, I proposed reforming our antiquated parking requirements. Finally, 5 YEARS LATER, it will be coming back to Council on 1/26 at 4:00pm. Council will be deliberating on four areas:
1) parking minimums
2) parking maximums
3) residential parking permits
4) transportation demand measures for new projects
For this thread, I will only lay out the varying versions for parking minimums and parking maximums. There are three proposals that are responding to my original referral.
1) Planning Commission's proposal
2) Planning staff's proposal
3) CM Sophie Hahn's proposal
Planning COMMISSION recommended to eliminate off-street minimums for all new projects except in
1) the Environmental Safety-Residential district; &
2) the Hillside Overlay on roads less than 26ft in width. Allow minimums in the ES-R & Hillside Overlay to be reduced with an AUP.
Planning STAFF recommended to eliminate off-street parking minimums for new projects with 10+units.

Do not allow parking minimums in the Hillside Overlay and the ES-R to be reduced with an AUP.

Allow parking minimums in all other districts to be reduced with an AUP.
CM Hahn proposed to eliminate off street parking minimums EXCEPT for Hillside Overlay, ES-R, and "other narrow or difficult-to-access streets or cul de sacs" as identified by staff.
Moving on to maximums, here are the 3 proposals:

The COMMISSION recommended to implement parking maximums of 0.5 spaces/unit for projects with 2+ units within 0.25 miles of high frequency transit

No parking maximums in the Hillside Overlay on roads less than 26ft wide
Planning STAFF recommended to implement parking maximums of 0.5 spaces/unit for projects with 10+ units within 0.25 miles of high frequency transit.

No parking maximums in the Hillside Overlay regardless of street width.
The Planning Commission AND staff both recommended no parking maximums in the ES-R and no parking maximums for projects where the majority of projects are deed-restricted affordable. In all districts and for both options -- parking maximums can be exceeded with an AUP.
CM Hahn proposed the following for maximums:
Covered Area I**: Within 0.25 miles of BART and CalTrans, and of major corridors - University, San Pablo,
Telegraph, College, Shattuck-HenrySutter-Solano:
- Max 1 space/single unit parcel*
- Max 0.5 spaces/unit for 2-unit or
larger.*
Hahn's proposal con't:
Covered Area II**: In all other areas of
Berkeley:
- Single unit properties: 2 space
maximum*
- 2-unit or larger: 1 space maximum per
unit*
Hahn's proposal con't:
In ES-R, Hillside, and staff-identified "narrow/difficult" streets,
-no maximums
-Add a requirement that parking (in new-build) must be kept free and clear for parking access (no planting/
landscaping over driveways or filling garages with storage, etc).
Hahn's proposal con't:
--Maximums can be increased with AUP if "unusual
circumstances."
--Where a Covered Area overlaps with a
ES-R, Hillside, or "difficult/narrow" determined area, it would be exempt from any maximum.
