On the govt's decision to allow those areas that have vaccinated vast majority of groups 1-2 to move onto 3-4, @alexwickham mentions in Playbook MPs with concerns about 'postcode lottery' and younger getting jabs ahead of older. Think they have this the wrong way around.
The priority groups are a proxy for risk but age is far from only determinant. Delaying areas that quickly completed groups 1-2 but have large vulnerability/exposure in 3-4 arguably a much bigger risk. As long as govt is making available the supply needed to all areas to reach 1-2 (and no reason to think isn't), there is no need to hold up progress elsewhere (even if MPs will inevitably ask Qs abt 'postcode lottery').
The priority, as the govt's decision suggests, shld be more people more quickly, rather than trying to make levels of progress down through each group match across the whole country if deployment speed varies. You want incentives to support the goal of vaccinating faster.
