Note: Im still clueless about the whole artifact build thingies and this is only based on my experience after exploring artifact builds. I may be wrong, so please if you know anything about it please let me know 
About Razor- He’s an electro character who wields Claymore. Tho he’s different from the other claymore users as he benefit with physical damage.
Do take note that Razor is a SELFISH main dps character. Meaning you can't switch him to another character when you uses his burst. His elemental burst will disappear thus it will get wasted once you swap him out. If you like switching characters, Razor is not the best for that.
Razor is one of the best 4* characters because he can solo bosses, tho he might not be able to one-shot bosses but he is strong! Good team comp is a must too!
Razor has one of the best constellations I've ever seen. Each constellation will make him even stronger. C0 is already good and cons will just utilize his damages more. And he has one of the lowest cd too

Upgrading his talents is crucial if you want to over-utilize his abilities! Upgrade first his normal attack and if you're already convinced with it, move on to his burst. Boosting his burst will give your normal attack some bonus dmg!
Now for the artifacts and weapsIn early game, one of the best artifacts you can have him is the bloodstained, berserker, martial artist, or even the resolution of sojourner. This gives decent amount of dmg for razor until you can farm better artifacts at ar40.
The BEST artifacts for razor is the gladiator set! After experimenting artifacts, this is definitely the best set for razor. It has 5* set unlike the early game artifacts (which only has 4*) except bloodstained which you can still farm and use.
As I said before, Razor benefits more with Physical damage, therefore you may not prio elemental mastery.
I recommend using 4 peice of gladiator set! As of now, I have 2pc glad and bloodstained. I used to have 4 set glad but bosses doesnt drop decent 5* goblet and circlet so i change to bloodstained for now. This is also a good set because it increases his physical dmg.
The stats you want to prioritize is ATK%, CRIT RATE/ DMG, and ENERGY RECHARGE but razor’s E skill and normal attack can generate elemental particles.

Goblet- Physical / electro dmg bonus
Circlet- Crit rate or crit dmg

For the weapons;The best f2p weapon is the prototype archaic. You can obtain this by getting prototype from the boss drops and forging it. The higher the refinement, the higher the dmg and this can overpowers r1 wolfs gravestone imo.
The next f2p weap is the snow-tombed. This is absolutely considerable because of its passive and second stat. This weap will be even more OP if the weap gives cryo status when hitting an opponent. You can obtain this free if you played the dragonspine side quest! Or forge it too.
If you don't have those two above, the skyrider greatsword and debate club is good. BUT only in early game, while it gives good passive and stats, if you have 4* weapons, please invest on it instead. Because using a 3* weap in the long run can hurt your characters.
Now if you want to spend money, The serpent spine is the best. Overall the passive and second stat is also amazing. If you're lacking crit dmg, this is a great weapon And I did not regret switching it over prototype archaic. You can obtain this in the BP.
If you're lucky enough to pull wolf's gravestone, then USE IT. This by far most the best weapon to all claymore users. If you have wolfs gravestone, im gonna rob you >:(( credits to my bestie @Ieoriobff 
U can also use the blackcliff slasher in the starglitter shop too! Its good and it has crit dmg second stat tho you need to have enough crit rate to maximize its use.
Best elemental reaction

Now for team comps;
To trigger superconduct, having a cryo character in the team is vital. Instead of pyro, I used Mona because I like electro-charge more and frozen reaction is good for razor for shatter.

If you dont have the said characters above, the free characters you get at the beginning of the game is amazing too! Kaeya is the best cryo support for razor. In this team, overload, melt, and superconduct can be trigger. Or instead of fischl, use Barbara for frozen.
Nevertheless, build your own team comp you're comfortable with. This is only my perspective based on how I play. You can always build characters on your own playstyle! If you have any questions, feel free to ask me!
