The End Our Cladding Scandal campaign has been pushing the idea of a levy since November 2019. As recently as June, ministers were completely ruling it out.

So this is a big step forward, although is still proposing leaving leaseholders with 80%-90% of the total bill
However, I think that once a principle of a levy is established as possible it's going to be very hard for ministers to continue to argue that residents should pay such a large share. We go one step at a time towards a better solution, and this is a big one.
Once the debate was won that govt should cover ACM costs, it was only a matter of time before they caved in and put money up for non-ACM too. This should be similar: winning this debate was the big step, the conversation about numbers will be an easier one
