With the exception of funding for the border wall, pretty much everything Trump did that a conventional free-market Republican might have voted against - the immigration stuff, the tariffs - were policies he put in place using executive orders.
Trump ran in 2016 as an outsider. But when it came to his legislative agenda (to the extent he even had one, rather than just following McConnell's lead), he governed as a conventional Republican.
Given Trump's indifference to policy other than tariffs and immigration, it'd be more accurate to say "Trump went along with the institutional GOP's legislative agenda 86% of the time" than vice versa.
