Minimum wage was always supposed to be a living wage. We passed the “Fair Labor Standards” called the Wages and Hours bill to settle the issue. As FDR said after its enactment it would “ensure all workers have a share of the good things in life and a chance to save and to rise.”
Before this FDR fought with the SCOTUS about just this issue. They were siding with business who cried it would be catastrophic. To which he said
About the act itself he said “Without question it starts us toward a better standard of living and increases purchasing power to buy the products of farm and factory.”

It was never a training wage. It was explicitly designed to provide a living wage. From day one.
And he also was calling for business to lower prices at the same time! In one fireside chat he relayed that he was proud to see a steel company lower its prices while declaring it had not lowered wages for their workers.

It was ALWAYS about providing for a living wage.
