2/3: The State didn’t acknowledge the issue of illegal birth registrations until 2018 despite repeated warnings and numerous documented cases. The M and B report minimises the issue despite this practice resulting in the destruction of someone’s identity.

3/3: This should not just be about infant mortality and mother and baby homes. The system of forced and illegal adoption and the labyrinthine system and people which facilitated it remains the elephant in the room in all of this. It remains to be investigated
