While under the revisionist USSR after Kruschev’s reforms you had a dictatorship of the labour aristocracy in power (later a DOTB) who actively pushed for expanded private property and privileges for politicians and members of the new soviet bourgeoisie.
The difference between state capitalism and capitalism with a strong state is that in state capitalism the state belongs to the workers and actively pushes to end state capitalism and institute socialism while capitalism with a strong state does the opposite
