To explain the parenthesis: Let's say the UK has 30% of the quota for haddock and other countries 70%. Fishermen may have been thinking that the 25% increase in quota means they'd have 55% and ROW 45%.

But it appears to be 25% of their current quota.

So, in this eg: 30%->37.5%.
