"A court process doesn't help speed up reforms," Mayor Bill de Blasio says about AG Tish James' lawsuit that the NYPD attacked BLM protestors and used bicycles to attack them, among other issues.

De Blasio insists his administration and commissioner will make changes.
"To get a judge involved slows it down," de Blasio says, especially with him and the Council behind reform.
NEW: "For any offense committed by a police officers, there's going to be a mandatory range of penalty," de Blasio says. "For serious offenses, the outcome will be termination."
The city will unveil this proposal soon, the mayor says.
On vaccines, de Blasio says the city is being starved of vaccines. Private hospitals, which get their supply from the state, have run out of doses for their patients and cancelled vax appointments.
The city has vaccinated 125,000 people this week, the mayor says. The city aimed to vaccinate about 170,000 people this week and fell short.
NYC budget shows that wealthy people left New York but made lots of money in 2020 from the pandemic. "The tale of two cities that happened in 2020 is unbelievable," de Blasio says.
