Halim Abu Rahmeh is considered to be the founder of the first health directorate and the first Arab Christian minister in Jordan. Born in the town of Shafa Amro in Palestine in 1888, he completed his primary education there, finishing his secondary education in Jerusalem.
Abu Rahmeh graduated from the American University of Beirut as a doctor in 1913.
He started his career as a doctor at the English hospital in Al-Salt, later returning to Shafa Amro to establish his own clinic.

The British Mandate authorities appointed him as a doctor in Safad in 1918, relocating him to Tiberias in 1922. They sent him to study warm regions’ diseases and preventative medicine at the London University.
After his return, the mandate sent him to work in the Emirate of Transjordan where he founded the first health directorate which he headed in 1925 until his appointment as director of General Health (as a minister) in Hassan Abulhuda’s government in 1929.
Despite the lack of financial resources and the poor condition of intercity roads, many doctors were appointed to each region, and several medical laws were promulgated during his tenure including the Health, Combating Malaria and Quarantine laws of 1926.
His tenure also witnessed issuance of strict bylaws to combat malaria, small pox and typhoid diseases and to vaccinate pilgrims. He returned to Mandatory Palestine to serve as head of Nablus doctors in 1939 until his death in 1945.
