Prosecutors use their vast powers to punish private interpersonal violence at great personal and financial costs. However, local DAs fail to use these immense powers to punish, deter, and protect poor marginalized communities from environmental violence.
Think about it. If you assault someone you face up to six years in state prison, but in California if you pollute and endanger a community causing disease and birth defects - the local DA throws up their hands and says they lack the expertise or resources to prosecute.
