NEW DATA- Portland Police Bureau took 7 MONTHS to fill my records request: all arrest data output from 1/1/17-12/31/19. Key takeaways echo points I’ve made with use of force analyses:
-PPB disproportionately targets Black folks
-PPB disproportionately targets the houseless.
-PPB disproportionately targets Black folks
-PPB disproportionately targets the houseless.

Black Portlanders make up 23% of arrests over the 3years, though they make up <6% of Portland’s population.
Race is ascribed by arresting officers. Extensive anecdotal evidence of officers whitewashing arrest records means this percentage is likely conservative.

Houseless Portlanders make up 47% of arrests over 3 years, though they only make up 0.6% of the population.
The most common charge for houseless individuals is Warrant Service, compromising 56% of arrests of houseless folks.

Warrant Service on the houseless should be more difficult than on those with a physical address. Due to ‘unwanted persons’ calls and continued sweeps of the houseless they have extensive police contact allowing for warrant checks, perpetuating the criminalization of homelessness.
