The #txlege House is beginning to consider #HR4, the body's rules for the session. @toddahunter speaking now in support of the broad legislation.

Some notable provisions in the #txlege rules draft:
-Enabling vote by tablet for reps on the floor, in gallery, or any adjacent room
-Mask requirement when not speaking at a mic
-3-mem requirement to call for record vote
-2-mem quorum requirement in committees for pub testimony
When announcing his first amendment, @toddahunter says the 3-member requirement for record vote I mentioned will drop back to 1.

Also, the proposed Consensus Calendar for "noncontroversial" bills will be struck from the rules draft. Debate on the amendment is ongoing. #txlege
Now an amendment by @mayes_middleton prohibiting lobbyists from entering the hallways outside or the speaker's room during session, sees uneven treatment for public & lobbyists.

@toddahunter opposes, stating the safeguards for that are already in place. #txlege
After a record vote, the amendment fails 127-10. #txlege

(Already had confusion over how many reps it takes to call for a record vote.)
