Part of playing on a budget involves avoiding the "flavor of the week". Popularity is often accompanied by higher prices. This means either building something others are less interested in, building once people have moved on, or building something before it gets popular. 1/x
Later this year, we are returning to Innistrad and it appears there will be a focus on Werewolves and Vampires. Vampires are already a well-established, popular deck thanks to the vampire precon from a few years ago, but werewolves have yet to see a proper commander 2/x
and have remained relatively unpopular as a result. My guess is that this will change. If a werewolf deck is something you are interested in, or even think you may be interested in, start acquiring the pieces before the community turns there collective gaze on the archetype. 3/x
If you are looking for cards to get, check out https://edhrec.com/tribes/werewolves. You'll find quite a few cards under $1 and the ones that are more expensive are liable to go up even more. The majority of the cards are from the original Innistrad block which released in 2011. 4/x
That's 10 years ago. Those cards are old now. If you get the pieces and decide not to use them, you should be able to easily get rid of them once the hype machine gets started up. Is this early? Probably, if you are budget conscious, you likely can't afford to be just "on time".
