Even if you've voted from abroad in the past, you MUST register to vote in order for your ballot to be counted.
If you're a citizen, you can send a scan of a valid ID doc (like a passport or leternjoftim). If you're a citizen and have an expired KS identity doc, send the expired doc and a valid identity document from your country of residence.
If you weren't born in KS but one of your parents was born in KS, send their birth certificate (Yugo is fine) and also your birth certificate (to prove your relationship to your parent). If you're unsure of what to provide, *call* KQZ - it's their job to explain this to you.
Once you have: 1) a scan of the completed registration form and 2) a scan of your identity documents, EMAIL them to directly to KQZ at one of the following email addresses:

THIS LAST STEP IS VERY IMPORTANT: KQZ WILL *CALL* YOU AT THE NUMBER YOU PROVIDE IN YOUR REGISTRATION FORM. IF YOU DON'T ANSWER WHEN THEY CALL, YOUR APPLICATION TO REGISTER TO VOTE WILL BE DENIED. Yes, it's ridiculous.
