There will be public comment, Chief's report, and DPA report before the Youth Commission's presentation, so it'll be a bit before we're up. In the meantime, you can review our slide deck here: https://sfgov.org/policecommission/sites/default/files/Documents/PoliceCommission/PoliceCommission011321-YouthCommissionBudgetPresentation.pdf

General Public Comment just closed, President Cohen is inviting Commissioners to pay tribute to former Police Chief Sanders who died on Monday.
Now moving on to Chief's report.
Last item on Chief's report is that they've put together a stunt driving response unit. They've apparently broken up a number of sideshow events since the unit was formed. Chief references Supervisor Safai's legislation.
President Cohen asks the Chief if any SFPD employees were at the insurrection at the Capitol last Wednesday.

Chief says not to his knowledge.
Chief says SFPD is working with Sheriff's dept to deploy on Inauguration day (Jan 20) against possible fascist actions.
Cohen interrupts, telling Chief that if the FBI tells SFPD that any officers were involved in the "trespassing" part of the insurrection she wants them to bring that to the Commission.
Chief says he will do that, Paul Henderson from DPA dittos.
Hamasaki asks a question about car burglaries, then reinforces President Cohen's points about the insurrection. Says he wants to hear not just the passive response of "we'll let you know if we hear about it." Says there has been a lot of involvement of police in the insurrection.
Hamasaki says the dept should be proactively investigating, points out that they could start from the list of people who took time off last week.

Chief pushes back on bringing people in for questioning if they were off last week, talks about monitoring on the dept's computers
Chief says it's "not reasonable" to investigate people who off last week.

Hamasaki says if the City Attorney says it's legally okay then there should be no issue with looking into people who were absent last Wednesday.
Hamasaki says he doesn't expect officers to have been involved, but says it's necessary to reassure the public that SFPD officers were not involved.
Hamasaki reminds everyone that SFPD has seen "everything on the sun" in terms of white supremacy in officers. Also the Tenderloin PD Station twitter account was following one of the insurrectionists. Concerning signs.
Comr. Elias says it would not be good if the department waits until the FBI hands over its results, and says it should be proactively investigating.
Chief says they will do everything possible, "within reason"
Moving on to DPA report, Paul Henderson reviews DPA activity so far this year.
@SFYouthCom is up!
Youth Commission is focused on decentering police from how we conceive of public safety.

Youth Commissioners have passed resolutions this last year urging SFUSD to end its relationship with SFPD and also to divest the SFPD budget from policing towards transformative justice
The YC has been focused on youth-led and -informed budget and policy priorities, with a lot of engagement with community groups and meetings with an anti-oppressive lens
Staff Truong notes that the YC has advocated for several years for culturally competent and trauma-informed learning curriculum, mental health services, art programs, and restorative justice programs to help young people heal and grow.
YC Comr. Veiga notes the number of departments advised by the YC, and ties to fact the PIC is large.
Recommendations slide 1
Comr. Veiga references YC's resolution calling for defunding SFPD by YC Comrs. Santos and Asfaw
Comr. Hamasaki thanks YC for work. Would like to reach out to YC with questions on some points to follow up on
Comr. Elias says thank you for presenting, acknowledges Comr. DeJesus's efforts to get regular youth report to Police Commission
Pres. Cohen asks YC about the process for coming up with budget recommendations. Comr. Veiga, Staff Truong, and I all speak to the lengthy process of gathering input from community meetings and presentations.
I also talk about how a lot of our recommendations carry over from year to year, like the mandatory in-depth youth and TAY rights training through youth brain development and equity and trauma-informed lens, which has never been seriously implemented.
They're moving on to Commissioner reports, but I'm going to leave it there because I do not have another call coming up.
