It's really important to understand the bidirectionality of a variety of phenomena, and a matter's (de)personalization is one effective way to do it
Much left/right conflict can be interpreted through the lens of personalization, i.e. responsibility and blameworthiness

American behavior of Policing is a prime example of this
Left: each cop needs to be personally held responsible (personalized)

Right: Cops are all doing their best, and mistakes are bound to happen. It's an issue of statistics in a violent country. (depersonalized)
Left: poverty, racism, and sexism are systemic problems and action needs to be taken at the government level (depersonalized)

Right: Individuals, on average, are unsuccessful because they do not work hard enough (personalized)
The degree to which you hold the individual responsible for their actions, or blame the system, will shift your definition of the 'bad actor'

Either perspective is inadequate. There are both powerful systems and sovereign individuals. Situations vary
To understand anything well you really need to immerse yourself in the details of the individual case at both the system-level and personal level.

A group called Community Solutions works to solve homelessness by operating /both/ at a systems-level and personal-level. Some problems are solvable institutionally, but many, such as mental health problems, require a more personal touch
