But Apple has already said that if Parler starts moderating effectively they can go back on the store. AWS gave them time to get their act together

That doesn't sound like the type of devious corporate collusion Rachel describes here.

The drawbridge can come down at anytime and Parler can walk back into these walled markets. As soon as they agree to the rules
