In case you're unable to download apps from the iOS app store, please follow these steps;
Open Phone Settings
Search VPN
Tap "Add VPN Configuration"
Change Type to "L2TP"
Description: Use any name or word you wish
Server: 219.100.37.185
Account: VPN
RSA SecurID should stay off

Tap "Add VPN Configuration"
Change Type to "L2TP"

Secret: VPN
Send All Traffic should stay switched on
Tap "Done"
Then switch it on
Soon as the VPN connects, go to the appstore and install the VPN app below or any other of your choice. (I recommend this because it's totally free) https://apps.apple.com/us/app/1-1-1-1-faster-internet/id1423538627

You can also simply use the configuration in the first tweet. I however don't advise you to use it for long since it's a public VPN and thus safety of your data or information isn't guaranteed.
Oh and make sure your location is turned off prior to opening the app store.
Also advise your all people to get Telegram, Signal and Firechat. They'll probably come in handy soon. Especially Firechat.
