It's bizarre that we're not applying the same principles within the UK, and the only explanation I can think of is because the government wants to retain the possibility to profit of people's poverty and desperation.
If this had been done in a Global South country that was receiving development aid, it would (rightly) be called out as corruption of the highest order.
