So here's a story on this disconnect.
Circa 2000, waters from the Almatti dam became available in the Hyd Karnataka region, rich cultivators from Andhra came in droves & took huge land holdings on rent, to cultivate paddy.

Poor farmers of the region, gave their land on rent to these cultivators from Andhra, on rent.
They got a deposit amount, plus yearly rent & there began the cycle, the money received by way of deposit got spent in marriages, health emergencies or whatever...

Money spent, original land holders went to work on construction sites or for the contract farmers themselves.
Now original land holders do receive yearly rent, but have no money to pay back the deposit amount & in many instances, are laborers on their own land. #FarmLaws2020
Ultimately, the situation got so bad, that district authorities passed orders banning the sale or contract of farmland to non domiciled persons.
The practice continues, illegally & in effect land holders are dispossessed of their land. #FarmLaws2020
