REX is in front of Arsenal Gear and Outer Haven because it's a singular powerful Metal Gear, while AG and OH are really like giant tankers used to store multiple Metal Gears and weapons.
REX is also practically bullet proof, as only it's Radome and Cockpit can be damaged. (1/3)

REX is also more mobile and can move rather fast as seen in MGS4, and despite being left alone for 9 years, defeated RAY, which was designed to defeat REX.
Arsenal Gear and Outer Haven are more like massive fortresses than proper Metal Gears, but they're still in S because (2/3)

they do store every type of weaponry which includes a bunch of RAYs for example. (3/3)

Peace Walker moves very fast because of it's four legs and is equipped to the teeth with a bunch of weapons. It would almost be as good as REX but it isn't bullet proof, meaning it's more vulnerable.
Sahelanthropus assuming it was fully functional, could use a giant sword (1/4)

missiles, and it could stand upright making it taller than every Metal Gear. However like Peace Walker, it isn't bullet proof, and seems to have more weak spots than Peace Walker.
Excselsus is massive and fought Raiden in a giant Sword clash and even afterwards seemed to be (2/4)

alright. It took Armstrong's strength to destroy it completely, and Armstrong is a hulking nano machine monster.
Zeke is pretty much a weaker version of REX, but it's still formidable.
RAY units have been trashed in each game they appeared in, even destroyed by the dozens (3/4)

in MGS2 by Raiden and Solidus. They have easily exploitable weak points seen in MGS2, MGS4, and MGR. However, they are very mobile in water and land, and are mass produced, meaning they aren't intended to be seen as singular. (4/4)

TX-55 never gets to move in-game, but it's still armed to the teeth. It also requires a very specific sequence of plastic explosives to be placed by it's legs to destroy it completely, otherwise it's impervious to other weapons.
Metal Gear D is a very basic Metal Gear (1/3)

Metal Gear D is a very basic Metal Gear (1/3)
but it's only weak spot is in the legs, which this time don't have a specific sequence needed, and it can be destroyed by grenades.
The other one I assume is a lighter version of MGD.
Gekkos are very formidable in large numbers, however they can be easily destroyed (2/3)

with well placed shots to their heads. They really work in groups, as one Gekko is only a hassle if you don't have a good gun. (3/3)
C
The Coccoon is a gigantic fortress tank, however it has easy to exploit weak spots, and it's gun turrets can be destroyed easily. It's also on treads, and on a rocky battlefield that could be a disaster for itself.
The Chrysalis is a flying robot, however it's weapons (1/2)

aren't that remarkable and it's material isn't bullet proof meaning it's easy to weaken it during a battle. D Walker works fine enough as a miniature Metal Gear, customizable and mobile enough to run across a war zone, but nothing groundbreaking. (2/2)
D
Battle Gear is very close to being an upgraded Tank, meaning it's limited to treads. It has a formidable shell, but aside from that, it's nothing to write home about.
The Pupa and the Shagohod are the same thing, the Pupa only ranking higher since it has new shock units. (1/3)

Pupa is still very easy to defeat, and the Shagohod's treads are a massive downfall to it's design.
Metal Gear Mk. II power wise or weapon wise isn't very good. However it is useful for hacking into computers, doing recon, and it has camouflage. Judging by it's usefulness, (2/3)

Mk. II would be around A or B tier because of how small and compact it is, making it the ultimate stealth companion. (3/3)
Don't know
I didn't play these ones, so I wouldn't know what to think of them.
