There will be outlier cases, eg people meeting in large groups outside with no social distancing, but the key messages should be about avoiding gathering with people not from your household/bubble indoors
There seems to be an ideological element here because the scientific evidence is that compliance with social distancing is strong and identifies lack of compliance with self isolation, but the solution there is financial/social support not enforcement. Easier to blame bad actors
