I have covered this numerous times. He is incredibly consistent sending mixed messages. His supporters see one. Those out to get him see the other.

It is amazing to me we’re still having this conversation after 4 years. He does this every day & the partisans somehow *never* catch on. It’s as if we learned nothing from him & his singular genius at manipulation.
