The problem at the core of this is the dynamic changed and yet very few people seem to have taken that on board.

I'll explain here: https://twitter.com/CatenaccioEra/status/1348392346723954689
When Roman took over it was the first of its kind. So in June 03 we bought 20 players for £150m. Context; United spent £50m. Arsenal £26m. Liverpool £12m. Newcastle spent nothing. In 2004/05 #CFC spent the same. United £55m. Liverpool £52m. Arsenal £11m.
It's not the same anymore. City's takeover eclipsed Chelsea's in regard to the sheer size of it. The dynamic changed.

Chelsea are no longer, over a period of 2/3 years, outspending their direct opposition by 3 or 4 times or in some cases 10 or 20.
So if you're outspending your competition several times over & you're not winning leagues & cups regularly then questions have to be asked. It's impossible to do that now with FFP, even if Roman wanted to, which from the looks of things over the last 5 years he doesn't.
So, directly comparing 03 Chelsea to 20 Chelsea is nonsensical. The playing field is quite literally completely different. We should be contending at all levels sure, but the goalposts have changed. #CFC
Net spend on transfers over the last 5 years (16/17 - 20/21):

Man City £-564.71m
Man Utd £-501.21m
Arsenal £-309.50m
Chelsea £-263.69m
Everton £-255.70m
Villa £-236.61m
Wolves £-217.04m
Spurs £-204.08m
Brighton £-197.82m

Compare that to the first 5 years Roman was in charge...
