I've seen misinfo about @GovPritzker unfreezing all regions of the state from Tier III mitigations. Going from Tier III to Tier II does *not* mean indoor dining is allowed. Indoor dining isn't allowed til a region gets back to "Phase 4," meaning it's out of Tier I mitigations.
All regions of IL have been in Tier III mitigations since Nov 20 (so places like movie theatres/bowling alleys have been closed/gyms can't do group fitness classes). But way before then, regions of the state triggered Tier I mitigations in Oct/early Nov, shuttering indoor dining.
On Nov 30, @GovPritzker froze all regions at Tier III, now allowing them to go from Tier III to Tier II (which again, would not open up indoor dining). It wasn't an issue for a while but then some regions started actually meeting metrics to go to Tier II. On Friday he'll unfreeze
