folks are often not quite clear on what the expiration of munitions has to do with. while yes, it is true that many focal chemicals included in these types of grenades (like CS gas) are possibly going to break down over time, the big issue is actually the explosive aspects
the "real issue" here though, or at least why they have to label dates is

The Resource Conservation and Recovery Act, also known as RCRA or "rick-rah"

it is the public law that creates the framework for the proper management of hazardous and non-hazardous solid waste.
notably here, we are dealing with EXPLOSIVE DEVICES

when outdated (MFG + 5 years), they are hazardous waste under RCRA and given EPA code D001
the reason they are given 5 years is because of the chemical components to the explosions (Potassium Chlorate, for example), can actually corrode the metal casings, plug the ports the weapons are designed to off gas out of, and turn them into lethal fragmentation grenades
