1/4. Yemen and Middle East Watchers: As expected, Pompeo designated the Houthis as a foreign terrorist organization. There has been loads of commentary (from me/others) abt the humanitarian consequences.

Here is what I understand from a legal perspective given the designation.
2/4 The incoming Secretary of State (and presumably the acting Secretary of State assuming @ABlinken is not confirmed by Jan 20), can amend, modify or cancel this designation under his authority. @jakejsullivan
3/4 The Pompeo waivers, exemptions, OFAC license language is not currently available, may not be finalized, and is certainly not public. Thus the Pompeo FTO designation is creating structural uncertainty among commercial traders and NGOs. @SafiraLeaf @HadyAmr
4/4 A Biden Administration will have to clarify/correct as a matter of immediate course. Thus, Pompeo's FTO designation now pushes Yemen much closer to the top of the queue where the Biden team can set its own policy. @brett_mcgurk @DinaEsposito10 @HouseForeign @senateforeign
