In emergency management terms, the problem with Biden's entire approach is that he thinks he's going to be a recovery president when we're all still very much in the response.

Every day I wake up thinking about how "build back better" was a wildly inappropriate campaign slogan.

Anyway, if I were part of Biden's team I'd be frantically shifting this narrative to change expectations because they're setting themselves up to fail in a truly spectacular and predictable way... which is not at all what we want to happen.
