What can we learn from these kinds of programmes?
One key lesson seems to be that these programmes offer COMPREHENSIVE support.
It's not just about the training. They offer things like counselling, job mentoring, close ties with local businesses and even childcare.

The bad news, as @rodrikdani points out, is that these programmes tend to operate at very small scale - they lack funding and interest from state/fed gov.
