As such, the number of works councils is declining. Mostly because of management pushbacks and heavy administrative weight of setting on up. Currently, only roughly 10% (!) of the companies that could have a works council also have one. (2/7)

But now government is planning some actions:

Proposed solution no. 1: strenghten the protection against dismissal for those employees taking an initiative to form a works council. (4/7)
Proposed solution no. 2: make an easier procedure available for more companies (as long as there's agreement about this). (5/7)
Proposed solution no.3: strengten the right to take initiatives in areas like training, lifelong learning, environmental issues, telework and artificial intelligence. (6/7)
