This document tries to explain the complexity of a pandemic. Malaysia's fate cannot depend on over-simplified "Yes or No" questions, because it forces us to act in over-simplified ways.

MCO should be a true "last resort" policy. It buys time, but we must spend that time wisely. We cannot repeatedly use MCOs.
