A huge factor in human behaviour is what others are doing, or what you *think* is the norm. And if we keep going on like the norm is everyone breaking the rules (when in fact adherence is super high, at 90%), more people are going to break the rules.
Do not be complicit in the government narratives. Lay blame squarely where it is. This lockdown won't fail because that annoying person in a shop had a mask under their nose. It will fail because the government aren't taking adequate action on mixing in workplaces and education.
You'll notice Whitty focusing on masks in supermarket queues (which could be of minor benefit) over mandatory masks inside all office settings (much larger benefits) in the interviews this morning - this is all part of the blame-shifting narratives.
