
The permit fee is based on carbon emissions- not cylinder capacity (cc) unless reg before 2001. E.g. my 06 Aygo- 998cc carbon emission is 109g/Km which just about made the first tier.

There’s a 20% covid discount for first permit only. The 2nd, 3rd car permit fee is added to the emissions fee of the car. E.g a second car permit for tier 1 car will cost £160.

As approx. 52% of newham residents don’t have access to car, majority of the borough don’t drive.
That 52% is most likely the boroughs poorest who can not afford to have cars.

Given what we know about poverty and health outcomes... the poorest are likely to have the worst health outcomes as a result of pollution caused by cars. (I know the a406, A13 and airport are a factor- but the council does not have jurisdiction to charge cars on dual carriageway)
Back to the finances, the first car permit for a tier 3 car is roughly ÂŁ100/52 = ÂŁ1.90 a week or 8.30per month.

So the permit fee isn’t about generating income- a flat permit fee would do that.
