I don’t know what charges the AG will press against Sibhat Nega. In a country where there is no distinction between justice & vengeance, anything is possible - look at the show trials of the last decade.

But if govt is to give him a fair trial, conviction may not be as easy.
If Sibhat were to be tried for crimes he committed between 05/1991 to 04/2018, the govt cannot avoid the accusation of selective prosecution. He can say: you did it too. That you were part of the regime and you are as guilt as I am. This is victors justice - I’m here bc you won.
If he is to be tried for crimes committed after 4/2018 or 4 November 2020, that raises a lot of legal and procedural questions that are not easy to overcome before any independent court.
But the importance of arresting Sibhat is purely political: for the govt and the MEGA crowd, it is the clearest demonstration of the end of TPLF and their political projects, including multinational federalism. They are wrong but that is how they see it.
I hope Sibhat gets a fair trial & is treated with respect and dignity, the dignity that he denied others. I hope he shows remorse for his role. I hope politicians & the populace take this moment as an opportunity to reflect on the importance of breaking the cycle of vengeance
