Afaics often they over-egged their message, in both directions, perhaps in attempt to be more listened to. People learn to "correct" for this. Gets harder for govt to communicate clearly.

Now situation *is* very clearly at its worst ever & afaict people by and large understand this. Govt seems intent on telling them that they don't.

Communication is hard. My point is that govt process/comms at this point seems to me disconnected from a reality of:
- people have detailed views & often realistic expectations
- govts previous comms played a part in shaping these, but often not in way that govt intended
