While I think it's more likely, China will wait and see the results of Blinken DoS review of the Guideline as required by the NDAA 2021, finally makes it to a biding requirement, and then respond accordingly. 6/x
Let's be reminded, the NDAA 2021 was made law with overwhelming bipartisan support, and later the veto overruled.

The situations have changed a lot. Not only the overhaul/review of the Guidelines is long overdue. Our mind-set of dealing with China needs to adapt to it too. 7/x
@ryanl_hass mentioned 'compartmentalization' is the way making competition and cooperation with China possible.

Compartmentalization should also apply to engagement with Taiwan and China respectively. Make the development of US-TW Rs in its own rights a committed policy. 8/end
