"Deku has no character development" is a thing I'm seeing now on the TL. If you have seen Episode 1 or Chapter 1 of MHA you know this to not be true whatsoever. But just in case I will go ahead and layout a few things that have happened and a few things that can come for you.
Deku started as somebody with no confidence, didn't feel like he deserved his spot, felt like he had to be All Might every step of the way. His initial desire of being a hero was to save everyone with a smile.
He has grown vastly more confident in his abilities. He's able to react to situations extremely quickly, and knows his limits. He also has no qualms butting into the Todoroki family drama, you can tell he feels determined to. This is a complete 180 from timid, shy, unsure Deku.
Mirio was introduced to hammer home that Deku didn't feel worthy of One For All. He has stated numerous times he feels blessed instead of feeling like he has earned this power, and even tried giving it up to Mirio. You can see him begin to work to accept this in JT and beyond.
It's very clear that Deku imitated All Might. This doesn't even need explaining. He has slowly developed into his own hero without the need for imitating him completely. It's a meme to say "he just learned how to use his legs" but his admiration for All Might really was a shackle
The biggest development for Deku was his belief of what constitutes a hero. Deku originally thought a great hero was somebody who could save with a smile. In the Sports Festival this evolved slightly to include 'giving it everything i've got'.
We saw his hero ideology advance even further during his fight with Overhaul. After destroying his arms and hands numerous times, and all the dangerous situations HE has put himself in, thinking of his mother, he wants nobody to ever worry about him.
Now current events, this recent arc is the make or break for Deku's character. People were worried about him despite the opposite being his goal. He failed to keep his promises and destroyed his body, and his hero motivation extended to destroying AFO. The sky is the limit here.
I would argue this arc is the CULMINATION of his development through the entire series based off the above tweet. A lot of what he believes is going to be challenged.
