Consider a patient who is not breathing - it takes only four minutes for brain damage to occur. Knowing this, how can anyone suggest 90 seconds makes no difference to outcomes?
For this and most every decision, I like to consult DEB: Data/evidence, experts, and best practices - What is the data telling us? What do the experts (in this case emergency responders) say? What best practices of other municipalities are yielding good results?
I am all for looking for efficiencies - we can always improve - but where the health of Calgarians is concerned I believe we should prioritize life over savings, and tread carefully.
