Seems like a lot of people are interested in the vaccination issues in #Palestine, so I've collected some additional resources you can check out to learn more about this and surrounding issues (1/10):
First, the text of the 4th Geneva Convention. Specifically, section 3 about occupied territories: https://www.un.org/en/genocideprevention/documents/atrocity-crimes/Doc.33_GC-IV-EN.pdf
Note that most states and international bodies (UNSC, UNGA, ICJ, ICRC) continue to recognize Israel as the occupying power, even in #Gaza.

Now, Oslo Annex III. Here, we want to look at Article 17 regarding health, stating "The Palestinian side shall continue to apply the present standards of vaccination." Then I invite you to scroll through the rest of the provisions: https://mfa.gov.il/mfa/foreignpolicy/peace/guide/pages/the%20israeli-palestinian%20interim%20agreement%20-%20annex%20iii.aspx#app-17

How can we assert that Oslo supersedes Geneva? To claim, in a pandemic, that *this specific provision* is relevant when many have been ignored for decades & Palestinians have little autonomy, is disingenuous. Further, Oslo was an INTERIM agreement signed 25+ years ago. (4/10)
This is not a new issue in the Palestinian healthcare system, as I wrote about for @AlShabaka at the beginning of the COVID-19 crisis: https://al-shabaka.org/briefs/occupation-in-the-time-of-covid-19-holding-israel-accountable-for-palestinian-health/

In terms of the behind the scenes politics of this, to be honest the news has been confusing regarding the PA procuring vaccines from other sources, whether Israel did or didn't provide some already, etc. But the PA is not required to ask to receive assistance.

Palestinian citizens of Israel and some Palestinians in East Jerusalem do have access to the vaccine and many eligible have been vaccinated. But not Palestinians in the occupied Gaza Strip or West Bank, to my current knowledge (happy to be proven wrong). Hope this helps!
