As one of the resident COMPO 2 nerds here, I like to help explain some of the unique equities of the NG.

There’s a lot of factors that impact response/reaction times 1/
90% of guard Soldiers are part-time. They are often students or professionals working and living as civilians.

As the events unfolded this past week, we had UPS drivers delivering packages, a school media director closing out his day, multiple police officers on shift 2/
Now imagine you’re a company commander and also a manager at Amazon and your phone rings and says “get to the armory”.

What about the UPS driver? Finish your route or head in?

Lots to think thru.

Ok, employer coordination complete. Time to coordinate/update your family 3/
Confirm the plan is set to get kids off bus, picked up from babysitter? Get kids out of school and watch them at home until significant other can get home from work? In-laws can travel to help? Pets are good?

Ok family care plans are set.

Get your stuff and out the door 4/
We have some Soldiers that travel 2-3 hours to the armory.

Notification to assembly at their unit can happen as quickly as an hour or as long at 10-12.

So, the call comes at 1100, it’s now 2200 and you’ve really not done anything yet, except report.

Now the work begins. 5/
Ok so concurrently with all that, your full time AGR staff is:

- prepping for an abbreviated SRP. Because state active duty (SAD) is reimbursed by the state, you have to at least ensure your guys/gals haven’t had any significant medical changes because there is no LOD process6/
It’s all worker’s comp.

Also the SRP is vital to confirm EFT information because, again, pay isn’t via army EFT and there will not be any LES. It’s all essentially state payroll.

Also worth telling your Soldiers it will likely be 3-4 weeks until they’re first paid 7/
Oh yeah, what’s the call out for? Is it pandemic related? Civil disturbance?

We track first responders via running estimate because sometimes a nurse in hospital during a pandemic... way more essential doing that than holding a baton and securing anything 8/
Also, civilian agencies never ask for platoons or companies. They almost always ask for some number of people.

So now we’re constrained to not simply task a subordinate unit, but filling an arbitrary number. 9/
Last point on task organization:, control force (CONFO) uses MP task org’s.

There is no platoon in an IBCT that looks like an MP platoon, so you’ll have to commit some time to deliberate time with t#T/O 10/
Ok so the AGR 1 and 3 are working hard.

What’s the 4 doin?

Oh boy.... LOTS!

- plan on an M ration cycle for 48-72 hours just in case. Do the math, whatever the delta is between required and o/h.... send a runner to get more#l

- we taking/employing military vehicles? 11/
If so, they have to be T/I’ by a surface maintenance shop mechanic in order to be used on SAD.

Once again.. you’re charging the the state, so you need ensure the vehicle is operational, road worthy and current mileage. Anything broken after that, gets billed to the state 12/
Speaking of, how are you fueling them?! Can’t use your O/H fuel cards (that’s federal money) so you make sure you get state fuel cards....

Also where is the ammo? Do you know what lethal and LTL you need based on the mission? Need a UFR? OPLOAD & Training ammo differ 13/
The 6 isn’t off the hook.

Of course there isn’t any interoperability with any army CNR systems.

So someone has to send runner to get a limited number of MARCs radios and gov cell phones. 14/
Ok so by some combination of good SOPs, RXLs, and luck, with about 12-15 hours:

- you’ve got 85% or more of your folks at the armory, through the SRP and all MTOE equipment issued.

-vehicles have been technically inspected.

Whew. Ok time to converge on the ISB /15
Ok unit arrives at the pre-planned ISB.

Time to issue CONFO equipment (shields, batons, masks). Also need to distribute all CLV (both lethal and LTL).

JAG needs to be there to conduct the RUF brief, there is some quick refresher training on the uniqueness of support LE 16/
All that to say.....

A no notice call-out... to a SM on the street, is 18-24 hours (without much of any rest plan at all). 17/
There are ways to “anticipate” some key events and reduce this timeline BUT it’s important to remember that you’re constantly aware of/trying to avoid purpose violations when it comes to funding. 18/
I heard yesterday someone say, just have the guard “drill” during the inauguration. While that WOULD certainly reduce and response times, you can’t use federal money allocated for training to do the guard’s federal mission to support a potential state mission. 18/
Ok final thoughts WRT purpose violations, often times, due to certain authorities, your T32 AGR staff CAN NOT do state active duty. So the small, most responsive part of the NG has to play close attention to what it’s doing as well 19/
