If we are a real country, interprovincial crossing points must be federal jurisdiction, not provincial. And if a crisis necessitates restrictions on travel to a province/between provinces, they should be federally-imposed (ideally at the province's request).
Unfortunately, the SCC's bizarre approach to R. v Comeau and our ridiculous interprovincial trade restrictions does not give me much cause for optimism in this area.
