1) The federal government holds the responsibility to protect ALL states from foreign election interference within the Guarantee Clause. The Guarantee Clause requires the US to guarantee to the states a republican form of government, and provide protection from foreign invasion.

2) The Clause requires the US to prevent any state from imposing rule by monarchy, dictatorship, aristocracy, or permanent military rule, even through majority vote. Instead, governing by electoral processes is constitutionally required.

3) The Electoral Count Act of 1887 (ECA) is a US federal law stating procedures for the counting of electoral votes by Congress following a presidential election. It was enacted in the aftermath of the disputed 1876 presidential election...

4) where several states submitted competing slates of electors and a divided Congress was unable to resolve the deadlock. The ECA requires states to complete their certification of electors to congress by a certain date. Many say the ECA is unconstitutional & unchallenged.

5) Therefore, in 2020, based on a combination of the ECA & the Guarantee Clause, parties agreed to argue a fraudulent 2020 election result could only be challenged during the congressional certification on January 6, 2021. However, there is NO Constitutional framework for that.

6) So, what if foreign election interference evidence becomes available on January 7, 2021 as it just did from DNI Ratcliffe's report & the affidavit from Italy? Under the Guarantee Clause, the Federal Government must prove the states with protection from foreign invasion.

7) Under the Guarantee Clause, the Federal Government must also ensure that every state is operating lawfully under electoral rule and NOT controlled by unlawful majority like a group of unelected officials or a rogue Governor or SoS.

8) If evidence of foreign election interference should arrive after certification date but before inauguration date, does that mean the Guarantee Clause constitutionally requires Congress & the President to take steps to protect the states and override the ECA certification date?
