Secondly, 60% of these emissions come from state-owned companies, not private extractors.

Starting with these companies, without resolving the problem of downstream demand for running transport and heating homes using fossil fuels, will not accomplish a single thing.
Oh and a final point, the list above is actually the list of cumulative emissions from 1988 to 2015, not the list of 2015 emitters. As of 2015 it's not 100 companies accounting for 71%, it's 224 companies accounting for 72%.
