Twitter 101: What is snitch tagging.
Let's say you admit on Twitter that you had an extramarital affair, and I retweeted it with a comment notifying your husband/wife. I would be tagging him into your conversation to include him. I would be the snitch.

Maybe you say, well I wouldn't say something on Twitter that I would not want my spouse to know. Let me tell you, Twitter would be silent then.
If I want to get my snark on about ted Cruz, and wanted him in the conversation, I would tag him in myself. I am mindful of what I tweet so I really don't care, but a lot of my friends do care. So please only tag people into YOUR tweets, and not onto someone else's.
Step 4: Yes, tweets get out there, but do you really want to subject the tweet author to the wrath and the harassment of whoever you tag into their tweet or their followers?
