You know why? Look at the Roman Senate. Look at the state in 2016. Writing was on the wall, but every individual actor in the state has personal incentives to pursue more graft. The Roman Senate couldn't even fix the calendar bc there was always a more pressing bribe to pursue.

The GOP went through a crisis in the 2016 primary, and when they came out of it w/ a miracle win, the absolutely fucking panicked over...uh...losing Wall Street and MIC donations. They didn't care that they had power, because they were losing money.
