I want to focus on this because, this might come as a surprise to some people, but this is not the first time the degenerate ratfuck in a human skin-suit called Rudy Giuliani has pulled this; deliberately sparking a riot.

In 1989, Giuliani narrowly lost the race for mayor of NYC to David Dinkins, who became the city's first black mayor.
I won't say much about Dinkins, except that he once assured his Wall Street contributors in 1991 that he could better squeeze NYC's workers and black people into "making sacrifices." He assured them "they'll take it from me."
But even so, the presence of a black man in the highest office deeply unsettled the open racists and drove them to a new fury, regardless of what his actual policies were or how un-radical they were (shades of things to come with Obama...)
Naturally, no one hated Dinkins more than the racist murdering thugs of the cruelly named Police "Benevolent" Association and their champion, the former prosecutor Giuliani.
In July 1992, a cop named Michael O'Keefe killed Dominican youth Jose "Kiko" Garcia in Washington Heights. What sent the cops into apoplexy was that Dinkins dared express his condolences to Garcia's family and--gasp, horror!--dared used city funds to ship his body home.
This came around the time that Dinkins was considering removing cops from the toothless Civilian Complaint Review Board and replacing them with some actual civilians, to be appointed by Dinkins.
These boards have sadly proved toothless time and again, but even this mild gesture triggered paroxysms amongst the rabidly racist NYPD.

On September 16th, the day the NY City Council was to discuss the proposal, Giuliani held a rally that drew thousands of white cops. Some ten thousand of these thugs broke through the barricades and stormed the steps of City Hall and took over the Brooklyn Bridge!
These cops rioted across NYC, targeting black and Latino neighborhoods. Dinkins was attacked as a "crack addict" & racist caricatures of him were circulated. Black reporters were beaten and Black city council woman Una Clarke was called the n-word.
All over Manhattan, people (especially black and Latino) were pawed and harassed by (often drunk) cops. A dozen cars, including those of city council members, were vandalized or damaged by off-duty cops with an approving wink from their on-duty cohorts.
This drunken orgy of destruction, a true cop riot, hell, a pogrom, lasted for over three hours. And it didn't even stop there.
Four white, drunken cops not in uniform targeted a black youth named Yunas Mohamed, tripping & harassing him, never identifying themselves as polices. When the youth pulled a knife and slashed one in self-defense, he was viciously beaten, arrested, charged with attempted murder!
An eyewitness to this assault, Miguel Matos, was threatened by the cops. Cop cars with "Death" written in tape across their windows circled his home every night.
A few days later, Brooklyn sanitation cops deliberately targeting Black and Puerto Rican neighborhoods, totally flattened over a dozen cars because they, allegedly, didn't have the proper current registration stickers.
When asked by a journalist why they didn't simply put a boot on these cars, one of the cops responsible said: "I have no boots. That'd be Traffic Department."

Giuliani organized and led this cop riot and, having shown his credentials, put together a truly racist coalition that got him elected as Mayor of NYC in 1993.
Now, what does all this show?

It shows the horrible depths of racist bigotry and oppression that has lurked in America for ages. The ascension of black people into positions of authority, like Dinkins or Obama, prompted hysterical paranoia even though their policy positions were anything but radical.
No matter how accommodating, how moderate, etc. they were in reality, the simple fact of having a non-white person in a position of authority felt like a challenge to the continued existence of the rich, the cops, their flunkies and hangers-on, etc.
They always feel like their power, their privileges, even their existence is precarious & always hanging by a thread--because in a sense, it is.
They know they're a minority. True, they're able to fool & ensnare many who don't actually benefit from their continued rule, but it's true.
They live all the time in mortal fear that one day, the teeming masses of America: black, white, Asian, Latin, indigenous, immigrant, gay, straight, trans, cis, etc. will realize the potential power they've always had and will finally wield it on behalf of all against the few.
