I am not quite sure but I think it was it was State of Virginia National Guards that had to be brought to restore order in the Capitol because the Pentagon (not the Joint Chiefs) refused permission of the National Guard to be used. (in Washington DC the National Guard is under
direct control of the President and the request to use it was reportedly refused). This bears all the marks of (a very feeble and incompetent) attempted coup. If faced with the absolute necessity of making a choice, the Joint Chiefs of Staff would without doubt have backed the
law and crushed the attempted coup but it’s much better to deal with these ludicrous imposters by local forces, without involving the military. Yet there will have to be changes. Presidential powers will have to be reduced. The most important thing is reducing the time an acting
official appointed by the President can replace a Cabinet member. The powers of an acting official should never be equal to a Senate approved cabinet member and the Senate should be able to dismiss such an official at any time. Also, the Majority leader of the House of
Representatives or another elected official independent of the presidency should be issue direct orders to the National Guard in Washington DC in this kind of emergency without the need for approval by the President or the Pentagon.
These are just spur of the moment ideas but I
am pretty sure things will not remain as they are now. Once it has been shown that such an attempt is possible (however hopeless - it was always hopeless- and incompetently done, it must never be allowed to be repeated).
